Whereas Your Majesty was graciously pleased by Your Order in Council of 21st October, 1890. to sanction the payment of an allowance of 1s. 6d. a day to each of the Warrant Officers appointed to take charge of the Signalling Schools at Portsmouth and Devonport :

And whereas we have found it necessary for the. benefit of Your Majesty’s Navy to establish an additional School at Chatham :

We beg leave humbly to recommend that Your Majesty will be graciously pleased to sanction the payment of this Allowance of 1s. 6d. a day to the Warrant Officer appointed by us to take charge of this additional Signalling Establishment.

Pay of Permanent Signalling Staff at Dockyard Tower, Portsmouth

Whereas it has been found necessary to use the Dockyard Tower at Portsmouth as a Signal Station, and whereas we are of opinion that a proportion of the Signalling Staff employed there should be permanently appointed.

We beg leave humbly to recommend that Your Majesty will be graciously pleased, by Your Order in Council, to authorise the following rates of pay being paid to such Chief Yeomen or Yeomen of Signals of Your Majesty’s Fleet, not exceeding six in number, whom we may employ on this duty after they have been pensioned, viz. : – an inclusive rate of four shillings (4s.) a day for pay and provisions, in addition to their pensions

Manning of the Naval Signal Stations in the Channel Islands

Whereas we have had under consideration the question of manning the Naval Signal Stations recently established in the Channel Islands, there being no Coast Guard men in the Islands ; and whereas we are of opinion that it will not be necessary to have a permanent Staff at the Stations throughout the year.

We beg leave humbly to recommend that Your Majesty will be graciously pleased to sanction the employment of long service Naval pensioners, resident in the Islands, for this service, with the following rates of Pay and Allowances in addition to their pensions, viz. :-

During Peace

		£	s.	d.
For month’s preliminary training, subsistence, and lodging allowance, each		–	2	6	a day
Clothing Gratuity, on completion of course of training, renewable on reengagement after 5 years, each		2	10	–	–
Yearly retaining fee to trained men, each		5	–	–	–

During War.

According to the Regulations for pensioners called out by Royal Proclamation. We would further recommend that the men be borne on the books of one of Your Majesty’s Ships as “Pensioner Signalmen for Channel Islands Signal Stations” ; that they be required to volunteer to serve under these conditions during a period of not less than 5 years ; that they be under 50 years of age enjoining, and that service ceases at the age of 65.

Allowance to Lieutenant in Charge of the Stores at Signal Stations in the Channel Islands

Whereas we have had under consideration the question of providing for the custody of, and accounting for, the naval stores (including Naval Ordnance stores) at the various Signal Stations in the Channel Islands ;

And whereas we consider that the Navigating Lieutenant of the Vessel stationed at the Channel Islands should have the charge of and account for these stores, and should receive an allowance of two shillings and one penny a day for the performance of this duty ;

We beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction this arrangement; to take effect from 1st January 1896.

Whereas it has been found necessary to establish a Signal Station at Garrison Point, Sheerness, and whereas we are of opinion that a proportion of the Signalling Staff employed there should be permanently appointed, we beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to authorize the following rates being paid to such Chief Yeomen or Yeomen of Signals of Your Majesty’s Fleet, not exceeding five in number, whom we may employ on this duty after they have been pensioned, vizt., an inclusive rate of four shillings (4s.) a day for pay and provisions in addition to their pensions.

Establishment of Extra Allowances for the Signal Branch of H.M. Navy

Whereas it has been found that there is a difficulty in securing, desirable candidates for the Signal Branch of Your Majesty’s Navy ;

And whereas this difficulty is due to the circumstance that the allowances of the Signal Branch compare unfavourably with those of other Branches of the Naval Service ;

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the following proposals, to take effect from 1 January 1900 :

The establishment of an allowance of 8d. a day to Chief or other Yeomen of Signals when giving instruction in signalling in Battleships, 1st Class Cruisers and Depot Ships. The number of such allowances to be limited in the first instance to 40, but to be subject to increase at our discretion, as may from time to time be found requisite in consequence of the expansion of the Fleet.
The Higher Standard Allowance of 3d. a day established by Your Majesty’s Order in Council of 10th August, 1888, and at present limited to 15 per cent, of the Signal Staff, to be in future payable to 30 per cent., the present regulation by which men holding the rating of Signalmen are excluded from the allowance being maintained.

Increased Stationery Allowances on account of Signalling Requirements

Whereas we have had under our consideration the arrangements required in order to provide efficiently for systematic record, receipt, and distribution of messages in connection with the Signalling Service in Your Majesty’s Navy :

And whereas owing to the development of this service, the use of considerable additional quantities of general stationery has become necessary :

We humbly recommend that Your Majesty will be graciously pleased to sanction, by Your Order in Council, the establishment of the following additional stationery allowance, viz. : –

* Flagships of the Mediterranean, Channel, and China Squadrons	£10 each per annum for Signal Duties.
* Other Flagships and Commodores’ Ships	£5 each per annum for Signal Duties.
Captains’ Commands	£3 each per annum for Signal Duties.
Commanders’ Commands	£2 each per annum for Signal Duties.
Lieutenants’ Commands and Commanders of Destroyer Divisions	£1 each per annum for Signal Duties.

* To include the allowance of £1 10s. per annum now granted to ships carrying telegraph instruments (Appendix XVI, to the Regulations for Your Majesty’s Navy),

the payments to be made to the Flag Officers, or to the Officers in command of the Ships, as the case may be.

And whereas we are of opinion that in view of the importance of the School, the Officer in charge should receive an allowance of 2s. 6d. a day (this allowance, in the event of a Commander

being appointed, to take the place of Command Money of 2s. 6d. a day) ;

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council, to sanction payment of the same as from 12th November 1900.

Signalling – Establishment of Courses for Officers and revising existing regulations as to Gunnery and Torpedo Courses

Whereas we are of opinion that it is desirable to establish courses of instruction in signalling for officers of Your Majesty’s Navy, to revise existing regulations as to gunnery and torpedo courses for senior officers, and to amend the regulations at present in force as regards the full pay of Captains studying at the Royal Naval College, Greenwich.

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the regulations embodied in the Schedule attached.

Schedule.

A course for the instruction of officers in signalling shall be held twice yearly for Officers above the rank of Lieutenant, and once yearly for Officers holding that rank.
A course in gunnery, and another in torpedo, shall be held once 3 early for Officers above the rank of Lieutenant, in lieu of the courses sanctioned for such Officers by Articles 806 and 807 of the Regulations for the government of the naval service.
Captains, Commanders, and Lieutenants attending signalling courses, and Captains and Commanders attending gunnery or torpedo courses, shall, subject to the provisions of paragraph 6, be borne on Ships’ Books and receive full pay, but not command money.
Officers so borne and not provided with quarters shall receive Lodging Money at the usual rates, and under the usual conditions, arid, if not victualled in kind, they shall also receive the usual allowance in lieu.
The period during which these officers are borne on Ships’ Books shall count as “service” under Article 214 of the Regulations for the government of Your Majesty’s naval service, as amended by the Addenda thereto of 1901.
The Admiralty shall have the power of permitting Captains and Commanders to attend courses in signalling, gunnery, and torpedo, on half pay. Any officer granted this permission shall be treated exactly the same in point of emoluments and counting time as though borne on Ship’s Books, viz. : –

He shall receive the difference between full and half pay continuously for the period of attendance, as well as the customary allowances in lieu of quarters and victualling, at the rates, and under the conditions, applicable to Officers borne on Ships’ Books.
The period for which the difference between full and half pay is paid, shall count as “service” in the same manner as though borne on Ships’ Books.

7 The provisions of Appendix XVII. to the Regulations for the government of the naval service, as modified by Order in Council of Her late Majesty bearing date 12th November 1900, by which Captains studying at the Royal Naval College, Greenwich, receive only the lowest rate of full pay of their rank, shall be cancelled, and the officers in question shall be allowed to receive the rate of full pay attached to their seniority.

The changes indicated above shall take effect –

As regards –

Signal Courses	As from 12th June 1900.
Gunnery Courses	As from 11th May 1901.
Torpedo Courses	As from 29th April 1901.
Captains at R.N. College, Greenwich	As from 1st April 1901.

9. The Admiralty may, at their discretion, vary the length of the courses in signalling, gunnery, and torpedo, and also hold them more frequently should occasion arise.

Allowance of 3d. a day to Coast Guard Men, who are qualified in the Higher Standard of Signalling, when doing duty at a Wireless Telegraph Station

Whereas we have had under consideration the manning of the Wireless Telegraph Signal Stations which have recently been established in the United Kingdom of Great Britain and Ireland :

And whereas we are of opinion that these stations should be permanently manned from Your Majesty’s Coast Guard, and that their crews should contain a proportion of men who have qualified in the Higher Standard in Signalling, as the duties which they will have to perform require special training and experience ; and further, that men who have so qualified should receive an allowance of three pence a day, being the amount payable for the same qualification to ratings borne for service afloat ;

We therefore beg leave to recommend that Your Majesty may be graciously pleased to direct that any man belonging to the Coast Guard, who is qualified in the Higher Standard of Signalling, shall receive the allowance of three pence a day when appointed for duty at a Wireless Telegraph Signal Station, such allowance to be payable as from the first day of July 1901.

Increase of percentage of Higher Standard Signal Ratings and Improvements in the Pay and Position of Candidates who qualify

Whereas by Your Majesty’s Order in Council dated the third day of March, 1900, the allowance of threepence a day payable to Signal Ratings in Your Majesty’s Fleet who have qualified in the Higher Standard, is limited to thirty per cent, of the Signal Staff:

And whereas having taken into consideration the difficulty that is experienced in maintaining the Signal Class at its proper numbers, we think it desirable to make certain improvements in its pay and position, in order to encourage the entry of suitable candidates :

We therefore most humbly recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals, to take effect from the first day of October 1902 :-

The percentage of Signal Ratings allowed to qualify for Higher Standard to be increased from thirty per cent, to forty-five per cent, of total Signal Staff.
Men obtaining this qualification to be awarded according to their proficiency. First or Second Class Certificates, the holders of the First Class Certificates to receive sixpence a day, and the remainder threepence a day.
The number eligible to receive the allowance of sixpence a day not to exceed one third of the forty-five per cent.
No change to be made in the present regulations under which the allowance for the Higher Standard qualification is only payable to. men in the Signal Class above the rating of Signalman.

Revised Subsistence Allowances for Coast Guard Officers and Men serving at Flying Detachments or War Signal Stations

Whereas by Order in Council of Her late Majesty bearing date the 19 August 1889 certain rates of Subsistence Allowance were authorised to be paid to Coast Guard Officers and Men ;

And whereas we are of opinion that it is desirable to establish new rates of Subsistence for such of these Officers and Men as may be serving at Flying Detachments or War Signal Stations ;

We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following rates of Subsistence Allowance accordingly, to take effect from the 22nd November 1902,

“When employed at Flying Detachments of, or War Signal Stations within 10 miles of, their own Stations, and compelled to sleep and have their meals there

Chief Officers and Chief Boatmen in charge – 1s. a day.

Chief Boatmen and other ratings – 6d. a day.”

Special rate of Pay to Pensioner Signalmen added to Staff at Garrison Point, Sheerness, and employed at Horse Sand Fort, Portsmouth, and at other Signal Stations where applicable

Whereas by an Order in Council of Her late Majesty bearing date the 20th October 1898, an inclusive rate of 4s. a day for pay and victualling was authorised for 5 Pensioner Signalmen employed at the Signal Station at Garrison Point, Sheerness –

And whereas we are of opinion that it is desirable to extend this rate to three Pensioner Signalmen who have been added to the Staff of Garrison Point, Sheerness, and to four Pensioner Signalmen employed at Horse Sand Fort, Portsmouth :

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction payment being made accordingly as from the 14th May 1902 in the case of the additional men at Garrison Point, Sheerness, and as from the 29th October 1902 in the case of men at Horse Sand Fort, Portsmouth, such payment to be in each instance in addition to pension, and to be subject to the provision that the service shall not count for increase of pension :

We would further recommend that we be empowered to extend this rate, 4s. a day (subject to the same conditions as to pension) to any further increase in the Signal Staff at any Station for which that rate is already authorised, and also to Pensioner Signalmen employed at any other Signal Station to which it may, in our opinion, be applicable.

Torpedo Instructors in charge of Wireless Telegraphy Apparatus at War Signal Stations : Grant of rank of Commissioned Boatman, and an Allowance, on entry in Coast Guard

Whereas it is necessary to employ Seamen in Your Majesty’s Coast Guard of the rating of Torpedo Instructor to take charge of the apparatus at Wireless Telegraph War Signal stations:

And whereas we are of opinion that it is desirable to offer an inducement to men holding this rating to serve in Your Majesty’s Coast Guard and undertake the charge of such apparatus :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant of the rank of Commissioned Boatmen and an allowance of 1s. 6d. a day to Torpedo Instructors who enter the Coast Guard and are placed in charge of Wireless Telegraph Instruments, such allowance to be payable irrespective of the rank to which they may attain in Your Majesty’s Coast Guard Service.

Whereas we have had under consideration the fuel allowances payable, under Appendix C. of the Instructions for the Government of Your Majesty’s Coast Guard Service, for War Signal Stations (Coast Guard Detachments) and for Watch Rooms, Look-out Houses, &c. temporarily occupied :

And whereas we are of opinion that in many cases the present maximum allowances are inadequate :

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction payment of the following increased allowances, subject to the conditions hereinafter laid down : —

Allowance to Coast Guard Station Signalmen independent of advancement to the substantive rating of Commissioned Boatman

Whereas we have had under consideration the Allowances payable to Signalmen in Your Majesty’s Coast Guard Service.

And whereas we consider it desirable that such Allowances should be independent of any advancement to the substantive rating of Commissioned Boatman.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise the payment to Station Signalmen of an Allowance at the rate of 2d. a day, capable of being received together with the pay of Boatman or Commissioned Boatman.

We further beg leave to recommend that such Allowance should be retained only so long as the duties of Station Signalman are actually performed, but should not be payable concurrently with any special allowance for duty at a Wireless Telegraph Station.

Pensioners employed on Signal and Telegraph Duties — Payment of 4s. a day for pay and victualling in addition to pension

Whereas by Your Majesty’s Order in Council of the 25th day of June 1903, Your Majesty was pleased to approve of the payment to the Pensioner Signalmen employed at certain Signal Stations of an inclusive rate of 4s. a day for pay and victualling in addition to pension :

And whereas we are of opinion that it is desirable that this rate of pay should be extended to all Pensioners employed in future on Signal or Telegraph Duties :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction payment being made accordingly to all Pensioners employed or to be employed on these duties.

Gratuities for Clothing to Men Re-entered in R.N. within five years of discharge (if discharged under certain conditions), and to Men transferred to other ratings.
Also to Men of R.M. transferred to Signal Ratings in R.N.

Whereas we have had under consideration the conditions under which gratuities for clothing are granted to men on re- entry in Your Majesty’s Navy within five years of discharge from the Active Service (other than discharge by purchase and Continuous Service engagement expired), and to men who are transferred to another rating.

And whereas we are of opinion that such men should receive some assistance towards the cost of their kit.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to award, in each case of re-entry or transfer, the whole or part of the full gratuities granted to men on first entry, at our discretion, without prejudice, however, to the claims of these men to receive, at the proper time, the gratuities payable on re-engaging to complete time for pension.

We further beg leave to recommend that men of Your Majesty’s Royal Marines who may be transferred to Signal ratings in the Royal Navy shall be allowed the same Gratuity for Clothing as if transferred to Seamen or Stoker Classes.

Allowances to Officers in charge of the Signal Schools at Chatham and Devonport and to the First Lieutenant of the Portsmouth Signal School or of a like separate establishment located in Naval Barracks

Whereas by Your Majesty’s Order in Council of the 25 March 1901 an allowance of 2s, 6d. a day was granted to the Officer in charge of the Signal School at Portsmouth :

And whereas we are of opinion that similar allowances should be granted to Officers in charge of the Signal Schools at Chatham and Devonport :

And whereas we are also of opinion that the Officer holding the appointment of First Lieutenant of the Signal School at Portsmouth, or of a like separate establishment located in Naval Barracks, should receive an allowance similar to that payable to the First Lieutenant of a Ship allowed a Commander in complement :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment of allowances as follows : —

Allowances of 2s. 6d. a day to the Officers in charge of the Signal Schools at Chatham and Devonport payable as from 1 January 1906, and to take the place of Command Money at that rate when the appointments are held by Officers of the rank of Commander :

An allowance of 1s. 6d. a day to the First Lieutenant of the Signal School at Portsmouth, or to the First Lieutenant of a like separate establishment when located at the Naval Barracks at any of the Home Ports, with retrospective effect as from the 4 January 1905 as regards the allowance to the First Lieutenant of the Signal School at Portsmouth.

Officers appointed for Signalling Duties in a Fleet, who are not Flag Lieutenants — Allowance to. Grant to have retrospective effect in case of Officer appointed to Staff of Commander-in-Chief, Mediterranean Station

Whereas we have had under our consideration the importance of providing for cases in which it may be desirable in the interests of Your Majesty’s Service to appoint, for Signalling Duties in a Fleet, an officer who is not at the same time the Flag Lieutenant :

And whereas we are of opinion that the appointment of a Signalling Officer under these conditions should carry with it an allowance of 2s. 6d. a day :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant of such an allowance under the foregoing conditions, with retrospective effect as from the first April 1906 in the case of the Signalling Officer appointed on the Staff of the Commander-in-Chief of the Mediterranean Fleet.

Whereas we consider it desirable that Short Courses of Signal Instruction should be established at the Home Ports for Commanders, Lieutenants, and Sub-Lieutenants of Your Majesty’s Royal Naval Reserve :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of such Courses being formed, under the following conditions : —

Two Courses to be held each year, each Course being limited to ten officers ;
Officers to receive while attending the Course the Full Pay of their rank, and Messing Allowance, and, if not provided with Service Accommodation, &c., Provision and Lodging Allowances, together with the repayment of Travelling expenses under the usual conditions.
